Responsibilities
• Contributes, in consultation with the Youth Education Team Leader, to the design and piloting of the assigned Youth Education Programme (vocational training, apprenticeship/internships, entrepreneurship, life skills), in line with NRC's education strategy and minimum quality standards.
• Ensures the timely planning, preparation and a high quality implementation of the assigned youth education programme, as per NRC education strategy and minimum quality standards:
 Plan and conduct market assessment studies to understand the labour and business market specificities
 Propose trainings and livelihood opportunities for youth
 Identify, assesses and contribute to the vetting of suitable partners and resources.
 Prepare the plan of activities (schedule, resources, location)
 Ensure that all logistical and administrative preparation needed for organising the education activities for youth are timely done.
 Ensure the implementation of the youth education programme according to the plan agreed.
 Follow up with beneficiaries to ensure support aimed at retaining and successful participation of youth in the programme up to its completion.
 Ensure direct management and problem solving of day-to-day tasks and challenges, in coordination with the line manager.
 Lead the community mobilization efforts in what concerns the youth education programme assigned.
• Contribute to the design of youth vocational training materials, life skills materials and apprenticeship/entrepreneurship programme, in line with NRC's strategy and quality standards.
• Contribute to the identification and selection of suitable and safe locations for the implementation of the children/youth emergency education activities.
• Identify key community resources for the implementation/facilitation of the youth mobile education programme in the supported communities (e.g. community mobilizers, community focal points, etc.). Establishes and maintains effective collaborative relationships with these communities.
• Set beneficiary identification methods for the activities assigned and is responsible for ensuring that a fair selection process is conducted in all assigned communities.
• Contribute to need assessments, area profiling, and initial assessments in current or new operation areas (data collection, analysis and report writing, as per need) and informs decisions on area/community selection, programme response and approach, based on own capacity and knowledge.
• Ensure the monitoring and quality check of the youth education programme assigned, by contributing to the design of monitoring and evaluation methodology and tools, data collection, spot visits, data analysis, and writing of regular activity implementation/monitoring/evaluation reports.
• Provide support in identifying and/or strengthening dialogue and collaboration between NRC and relevant stakeholders (including schools, (I)NGOs, community member representatives, etc.). Identifies, evaluates and contributes to the vetting of partners for vocational training or apprenticeships/internships opportunities.
• Contribute to building synergies with other components of the education programme and other core competencies.
• Set minimum requirements and contributes to the recruitment of mobile resources (facilitators, community mobilizers, etc.) needed to support the implementation of the youth mobile education programme. He/she is responsible for ensuring that the newly recruited resources are properly inducted/trained and their work assignments are managed properly together with the education assistants under her/his supervision. Coordinates closely with the Programme Support Assistant to ensure proper contracting and documentation of the mobile resources.
• Confirm suitable safety conditions with the relevant NRC departments and colleagues prior to any activity conducted by the managed team in the schools assigned.
• Prepare and ensuring that all administrative, logistical, and financial arrangements and documentation regarding the youth education programme assigned is in line with NRC standards and procedures.
• Participate in the development of communication tools (ex.: newsletters / Success Stories/ Briefing Notes )
• Can be deployed temporarily to other field locations for initial assessments, the delivery of education assistance in emergency, initiation/ planning/ coordination/ implementation/ monitoring/ evaluation of non-formal children/youth education activities, recruitment of education staff (permanent and/or mobile) and/or capacity building. Can be re-allocated temporarily to other positions or requested to support other education activities that require a similar expertise, as per the education programme priorities.


Qualifications
• Minimum Bachelor Degree.
• Previous experience from working in a humanitarian/recovery context, preferably as a project officer.
• Previous experience from working in a complex and volatile context
• Previous relevant experience of minimum 3 years from working in education for children and/or youth (planning, implementing/overseeing the implementation and reporting education activities/projects)
• Experience in coordinating teams.
• Fluency in English and Arabic, both written and verbal.


Specific Vacancy Requirements
• Minimum Bachelor Degree, preferably in economics, education, social work, or any related field.
• Knowledge and Experience with youth and education programmes (design, planning, coordinating, implementing, monitoring, evaluating), related to (minimum 3 years):
a) Vocational trainings
b) Youth entrepreneurship/ livelihoods, connecting youth to market opportunities and networks, microfinance.
c) Design & implementation of Market Assessments and Tracer Studies
d) Life skills for youth.
• Experience in designing/adapting youth specific training/ learning materials.
• Experience in facilitating trainings (for youth, preferably).
• Experience in community mobilization, outreach, and successful liaison with key stakeholders (e.g. communities, business environment, etc.)
• Knowledge of and experience in working with relevant line Ministries, Chambers of Commerce and/or private sector partners in promoting improved livelihoods and education for youth.
