Responsibilities
1. Ensures implementation of ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:

• Compliance with corporate information management and technology standards, guidelines and procedures for the Syria Programme technology environment.
• Provision of inputs to elaboration of internal policies and procedures on the use of ICT. Elaboration of the content of internal Standard Operating Procedures in ICT in consultation with office management and UN Habitat Regional and HQ units.
• Development and update of the ICT annual plan.
• Provision of support to the use of UMOJA (SAP) and UNITE (Office 365) functionality for improved business results and improved client services.

2. Ensures effective functioning of the hardware and software packages, focusing on the achievement of the following results:

• Performance of specific technical functions, including changing of hardware, electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
• Assistance in the installation of commercial and in-house developed software and related upgrades.
• Assistance in upgrading patch and anti-virus programs on a timely basis.
• Monitoring of file server traffic, usage and performance on a frequent and regular basis.
• Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.
• Development of new software packages for high impact results (e.g. Office management system, electronic registry, etc.) as required.

3. Supports network administration, focusing on achievement of the following results:

• Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access. Ensure that the UN Habitat desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks
• Assistance in trouble-shooting and monitoring of network problems.
• Response to user needs and questions regarding network access.
• Map network drives and grant different access levels
• Assistance in backup and restoration procedures for local drives.
• Maintenance of backup logs.
• Assistance to organization of off-site storage of backups.

4. Provides administrative support, focusing on achievement of the following results:

• Maintenance of an up-to-date inventory of software and hardware.
• Maintenance of a library of IT related reference materials.
• Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
• Maintenance of the filing system, ensuring the safekeeping of confidential materials.
• Extraction of data from various sources.
• Research and retrieval of l data from internal and external sources; preparation of statistical charts, tables and reports as required.
• Provision of IT support to key events.

5. Providing technical support to UN Habitat partner municipalities and government units who receive ICT equipment from UN Habitat:

• Designing and implementing of MIS-II (Municipal Information System) for MTOS project in municipalities using spatial database.
• Developing data entry interfaces, query, reports, and other required tools.
• Database models associated with the necessary explanatory schemes and documents (Arabic/English).
• Developing MIS-II user interface and user manual (Arabic/English).
• Developing Applications (Android/IOS) for thematic questionnaires (Data collection tools).
• Technical training materials (Arabic/English).

Education:
• Secondary education with relevant certifications in hardware and software management and application. University Degree in Computer Science would be desirable, but it is not a requirement.
• Microsoft Certified Professional (MCP) would be desirable.
• Certification in Database design and administration is desirable.

Experience:
• 5 years of relevant working experience, including network administration, support to management of hardware and software platforms (Windows and Linux), telecommunications facilities, knowledge of Windows-based packages/applications.
• At least 2 years’ experience working on SAP or similar IT configurations.
• 2 years UN experience is preferable.

Language Requirements:
Fluency in the UN and national language of the duty station.
• Arabic (Fluent)
• English (Fluent)

Travel:
• The ability of frequent travelling to Homs, Aleppo, and other UN-Habitat project sites across Syria.
