Responsibilities
MEAL System Development and Implementation:
• Provide support to the PMEAL Manager and programme teams in project/programme design and proposal development, in line with Oxfam’s programme quality standards – particularly on results frameworks and indicators.
• Support, and where applicable, lead on the development and updating of gender-sensitive MEAL frameworks, working closely with programme teams, the PMEAL Manager, and Technical Advisers.
• Independently develop MEAL plans and review/update on a regular basis, in close coordination with programme teams and Oxfam’s partners.
• Work with the programme teams in implementing MEAL frameworks, processes, and tools, ensuring quality and consistency with Oxfam standards.

Programme Monitoring, Information Management, and Reporting:
• Develop/improve/update tools for data collection, analysis and processing that facilitate disaggregation by gender and age.
• Lead on all field data collection exercises and data management, involving:
- Recruitment and training of data collectors.
- Carry out and supervise data collection (focus group discussions, post-distribution monitoring, surveys, observations etc.) and data entry.
• Perform analysis of quantitative and qualitative data, draft reports presenting the results of the analysis, and share the findings in an appropriate format to respective stakeholders/team members.
• Investigate and conduct analysis of various secondary data sources.
• Appraising the project activities, progress reports, and streamlining the partners’ work and documentation (including through joint monitoring visits).
• Report/alert to project team on regular basis on any anticipated project issues, risks and any emerging opportunities and threats to the project implementation, related to this role.
• Act as a field focal point for the team on Oxfam’s beneficiary counting methodology and internal reporting processes.
• Produce clear and quality reports that demonstrate accountability and learning.
• Ensure all MEAL-related data and files are properly organised and stored.

Accountability:
• Assist the project team in strengthening the accountability mechanisms at project level, and contribute to further development and continuous updating of Oxfam Syria’s accountability strategy
• Setting up and managing complaint and feedback mechanism for the programme, including tracking of follow-up, ensuring adherence to agreed standards.
• Work with PMEAL team and programme to implement Your Word Counts project.
• Share accountability findings with the programme teams in an appropriate format.

Capacity building for Oxfam and partner staff:
• Train and coach the project teams and relevant partner staff in MEAL.
• Undertake periodic monitoring and technical support visits to partner working areas to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
• Work closely with partner MEAL staff or focal points and provide support as appropriate.
• Provide training to partners on accountability and support them in setting up own mechanisms.

Evaluation, Review and Learning:
• Share relevant MEAL findings with project teams in an appropriate format and follow-up their implementation.
• Support the PMEAL Manager in the design and management of evaluations, including: the coordination of field-based data collection activities, review of evaluations reports, sharing of evaluation findings and recommendations with intended audiences.
• Support the implementation of evaluation recommendations at field level
• Assist the project team and partners in documenting lessons learnt.
• Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.
• Organise/support field-based reviews and learning events.

Coordination and Networking:
• Where relevant, participate in and contribute to relevant inter-agency efforts to agree and develop coordinated / joint M&E and accountability frameworks and mechanisms.
• When requested, attend relevant sectoral coordination meetings to identify opportunities for integration of data collection activities, harmonization, secondary information sources etc.
• Delivering any other responsibility related to MEAL assigned by the line manager.

Qualifications
Essential
• Passion for improving effectiveness and impact of multi-sectoral programs and demonstrating tangible outcomes for poor and vulnerable women and men.
• Very good knowledge in Monitoring, Evaluation, Accountability and Learning.
• Strong experience of gathering, analysing and presenting quantitative and qualitative data.
• Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision.
• Good organizational skills including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure.
• Proven ability to work effectively with others - including in multicultural team.
• Excellent organisational and coordination skills.
• Commitment to the aims and objectives of Oxfam and strong commitment to gender equality and social justice.
• Excellent communication and facilitation skills
• Ability to work under pressure, ability to prioritise and commitment to meet deadlines.
• Experience in and the ability to train and coach people.
• Potential and flexibility of attitude to learn.
• Ability to work with partners.
• Prepared to undertake regular travel within the country and within the region.
• Proven knowledge of computerised systems; high degree of computer literacy and word processing.
• Fluent in written and spoken English and Arabic.

Desirable
• Knowledge in the establishment of remote MEAL systems.
• Previous experience of working on programmes such as WASH, livelihood, and gender is preferable.
