Responsibilities
Generic responsibilities
• Implement NRC’s systems and procedures at Damascus level.
• Ensure adherence to NRC HR policies, handbooks, guidelines and donor requirements.
• Prepare and submit reports and analysis.
• Ensure proper filing of all support documents.
• Support line managers in procedures and require support team trainings
• Management of support team

Function specific responsibilities:
• Ensure adherence to NRC policies and the national labor law in all processes and procedures.
• Advice in personnel conflicts/processes when relevant.
• Manage staff recruitment and exits, introductions, staff benefits schemes etc.
• Coordinate with relevant partners, suppliers, authorities, lawyers etc.
• Ensure accuracy of staff salaries in reference to NRC salary scale.
• Ensure that staff records in in Damascus office are up to date and filed appropriately.
• Provide anti-corruption, transparency and cost efficiency focus in all processes.

Specific responsibilities
• Support NRC HR team in Damascus and other area offices in setting up sound procedures for staff benefits and allowances.
• Support the HR Coordinator in coordinating and managing the HR team
• Liaise with other NRC relevant offices to ensure harmonized approach to HR in the mission.
• Support ensuring coherent and clear referral to whistle blowing system is in place.
• Help ensure proper understanding for NRC code of conduct and key values by all members of the team.
• Prepare staff payroll on monthly basis in coordination with finance department
• Manage, file and support line managers on staff attendance related documents
• Ensure proper documentation and filing of staff personnel files in accordance with NRC regulations.
• Manage, track and link staff with their medical insurance policy and procedures in coordination with finance department


Qualifications
3. Professional competencies
• Experience in working in management positions in the private sector or in humanitarian/recovery contexts.
• Recorded progressive responsibilities in previous jobs.
• Previous experience in performing in complex and volatile contexts.
• Documented results in establishing and/or consolidating effective systems to manage teams or offices.
• Proven experience in supervisory roles.
• Conversant with or interested in INGO and NGO programming (i.e. shelter, education etc.).
• Proven experience in dealing with people both internally as well as externally.
• Knowledge about own leadership skills/profile.
• Fluency in Arabic and English, both written and verbal.
• University degree relevant for the position or extensive experience in the HR/Administrative sector.
• Ready to travel on mission into different Governorates in Syria
• Strong working knowledge of MS Office package.

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
