Responsibilities
*Responsible for overall management of the Shelter and Social Infrastructures team and coordination of the projects.
*Develop and create together with the Programs coordinator SIF Rehabilitation Program Strategy, Shelter and Social Infrastructures technical guidelines and SOPs.
*Be the interface between the Shelter and Social Infrastructures team (team of managers, officers and assistants) and the Programs Coordinator ensuring smooth coordination and information exchange.
*Ensure programme goals, objectives, targets, selection criteria and other related issues are clearly and continuously communicated to staff in the sub-offices through remote management.
*Liaise on a regular basis with Ministries, Programs Coordinator, Field Managers and support departments (Log/Finance/Admin) to guarantee the smooth operation of the programme, addressing any issues that need immediate attention. Prepare, send and follow up the official letters for local authorities, follow up status of official approvals.
*Support the Programs Coordinator in formulating overall implementation, area development plans.
*Support and oversee work both in the office and in the field and identify capacity building needs for the team.Strengthening the technical capabilities of the project team members.
*With the Shelter and Social Infrastructures team, establish operational working plans according to funded targets and activities per location/project and follow up on timely and quality implementation.
*Coordinate and attend with sectors and partners (Education, Protection, Child Protection, etc.) as appropriate with the support of Programs Coordinator.
*Maintain always the best efficiency in project implementation and strengthen quality in all aspects of the work. This task going through the monitoring and evaluation of the work to be done and the work done, a close collaboration with MEAL department is a mandatory part of the position.
*Ensure international best practices and Secours Islamique France (SIF) policies are applied in the construction works and other rehabilitation works within the department.
*Support recruitment process at Manager, Officer and Assistant level, including shortlisting of candidates, interviews, drafting/revision of interview questions& job descriptions.
*Oversee the regularly visit project sites to ensure that teams are appropriately supported and feed back to the Head of Programmes.
*Perform related duties as assigned or as the situation dictates
*Lead the drafting of mid, final and monthly or other reports to donors, partners, coordination groups and internal ones within the shelter and social rehabilitationteam. Ensure that reports such as internal reports (PMP), monthly donor reports, sector reports (4Ws) and end of project reports, etc. are review it and shared on time.
*Lead the technical assessment prepared by the shelter and social infrastructure team and ensure that it match with international standards, the sector guidelines and donor requirements
*This list of duties is not restrictive and according to the work, other tasks can be added by the line manager.


Qualifications
*Engineering or architecture degree or equivalent in a relevant field.
*At least 4 years of management experience in an NGO environment, preferably in a position which involved complex project management, including staffing and budgetary responsibilities
*Excellent oral and written command of English and Arabic.
*Prior experience on practical implementation and monitoring of rehabilitation activities with NGOs / INGOs Demonstrable skills in report writing, communication and reporting in general
*Strong negotiation, conflict resolution and mediation skills
*Computer skills in word processing and spreadsheets
*Willingness to travel and work at field level
*Commitment to ensuring the protection of the most vulnerable in Syria
*Commitment to humanitarian principles and values
