Responsibilities
Role and responsibilities
Generic responsibilities
1. Adherence to NRC principles, policies, guidance and procedures
2. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
3. Promote the rights of beneficiaries in line with the advocacy strategy
4. Involve and inform communities and community leaders about the activities
5. Coordinate the distribution activities under Shelter department according to strategy, proposals, budgets and plans
6. Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
7. Break down the annual operational plans into weekly, monthly and quarterly implementation plans
8. Prepare periodic progress reports and other documents as required
9. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
10. Conduct field visits in the different areas of NRC shelter programs
11. Ensure a constructive co-operation with NRC local partner in Syria
12. Ensure a constructive co-operation with NRC’s other programmes in Syria
13. Ensure a constructive co-operation with National and local authorities.
14. Ensure a constructive co-operation with other international and local NGOs as well as the UN family
15. Ensure that any NRC project intervention is in accordance with NRC standards and meets the specifications as agreed with the community.
16. Maintain direct communication with STL and with PDMS when is needed
17. Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize funding to beneficiaries
18. To fulfil any other task the Shelter Team Leader or the Project Development Manager Shelter may ask for in relation to the program.


Specific responsibilities
1. Submit a “Weekly Plan and Achievements” to the STL
2. Produce weekly progress report on the distribution activities
3. Data collection and management
4. Represent NRC technical team and interact when meeting local authorities, local communities and other organisations in the field in coordination with STL and PDMS.
5. Prepare the technical documents for the tender including, specifications of items, bill of quantities and condition of contracts.
6. Assume responsibility by checking and signing all BoQs
7. Organizing the distribution food and non-food items: receiving the kits, preparing lists, identifying distribution centers, informing beneficiaries.
8. Distributing the kits during distribution days;
9. Represent and explain the project and its objectives correctly to beneficiaries
10. Follow up on complaints;
11. Perform household monitoring to beneficiaries;
12. Monitoring all activities of the project;
13. Maintain constant contact with beneficiaries (receive their requests, provide available information, etc.)

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
