• In coordination with Country Logistics Manager and HQ in Paris, develop the logistics and Procurement and Security strategy and Plan for the organization.
• Identify and manage risk within the logistics and Procurement and security activities.
• Communicate and coordinate with HQ regarding the department related reports in terms of Procurement/Logistics/Security.
• Manage contractor and subcontractor activities, review proposals, develop performance specifications, and serve as a liaison with the organization
• Develop and monitor service level agreements / Contracts / Purchase Orders with contractors and subcontractors
• Stay informed of logistics technology advances, and apply the appropriate technology in order to improve logistics processes
• Monitor & approve purchase orders within purchasing authority
• Monitor & maintain the Cash Purchases within purchasing authority
• Invite, assess, and recommend supplier tenders, bids, quotations, and proposals
• estimate the budgets needed for the procurement/logistics/Security/ IT within the agreements with Donors.
• Establish and negotiate contract terms and conditions, and maintain supplier relationships
• Monitor and maintain purchasing records, reports and price lists
• Develop and maintain supplier evaluation criteria.
• Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements
• Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices
• Develop and maintain constructive and cooperative working relationships with colleagues and management
• Contribute to the development of specifications for equipment, materials, and services to be purchased
• Monitor contract performance, including delivery, receipt, warranty, damages and insurance (if applicable)
• Establish and agree on key performance indicators, monitor ongoing performance, and improve performance against set goals – in case of managerial position
• Achieve outcome of SIF projects according to Donors conditions and requirements
• Ensure adherence to SIF Procedures Manual
• Ensure adherence to SIF Internal Rules & Regulations
• Perform related duties as assigned or as the situation dictates
• Maintain confidentiality and ensure the non-disclosure of any information whatsoever relating to the practices and business of SIF, acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty
