Responsibilities
The incumbent will perform the following duties:

1. Strengthen coordination and collaboration with health partners responding to the Syria crises from inside and outside Syria
through participation in coordination meetings and representation of WHO and Syria's health sector at regional meetings.
2. Engage with national disaster management authority and high level officials in MOH to develop contingency plans
(winterization and floods related), monitor the implementation of the Emergency Preparedness and response (EPR) program,
ensuring timely dissemination of information on progress of activities, identifying gaps and problems, suggesting remedial actions.
3. Initiate and coordinate activities related to technical cooperation and technical assistance projects in disaster response and
disaster response preparedness; formulates project proposals and relevant project documents; provides technical support to field
work; reviews and clears project reports for submission to WR.
4. Support resource mobilization through preparation, review of proposals in line with the Strategic Response Plan for Syria
5. Prepare and review final technical reports for grants as per deadlines.
6. Participate in the implementation of emergency work plans. Implements and manages project activities. Undertakes field visits
to emergency project areas, to assess local conditions and monitor project progress. Makes technical decisions on project
administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs and updates related to
emergencies, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents).
7. Participate in humanitarian and recovery related forum and keeps management informed of all humanitarian developments in
the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.
8. Prepare, oversee and monitor WCO Emergency programme implementation including nutrition to ensure timely response and


Qualifications
EDUCATIONAL BACKGROUND

Essential: University degree in medicine, public health or any related sciences.
Desirable: Studies in emergency response or disaster management in the context of public health.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

Essential: At least 5 years of experience required in health sector coordination with emphasis on emergency response relief and /or the management of epidemic-prone diseases, and Disease Early Warning System, outbreak field investigation.

Desirable: Experience in capacity building, developing and promoting collaborative partnerships. Experience or sound knowledge of WHO mandate and goals in Health Action in Crises or experience in UN organization/agencies, international institutions or NGOs

- Demonstrated knowledge of dealing with national authorities and local partners.
- Excellent skills in assessment, monitoring and analysis of emergency health situations with the ability to conceptualize and implement innovative strategies and promote their implementations.
- Excellent interpersonal skills and ability to work under pressure.
- Tact, discretion and ability to promote consensus.
- Excellent presentation skills


LANGUAGE SKILLS

Excellent knowledge of English and the local language
Knowledge of another WHO official language is an asset.
