Responsibilities
1- Appraise the needs-based assistance (in collaboration with the Deputy Head of Mission for Programmes DHOMP):
- Facilitate the technical assessment process and communication conducted by the PUI staff on his/her geographical work area.
- Ensure a watch and reporting of the critical life-saving needs and/or gaps (especially for Internal Displaced People IDPS) in his/her geographical work area and lead the necessary assessments which should be done.
2- Ensure the safety/security of assets and people (in collaboration with the Safety Focal point and Head of Mission HOM)
- Approve/restrict the movements on the PUI's staff in his/her geographical work area according to the security situation assessed.
- Gather and report information related to safety and security to the Safety Coordinator/HoM on a regular basis or as needed in the event of an emergency.
- Ensure that projects and methodologies do not endanger beneficiaries or PUI staff, and propose security rules improvement in order to upgrade the safety of PUI's assets and people in his/her geographical work area.
- Monitor the evolution of the socio-political and security context in his/her geographical work area, and produce regular (weekly or bi-weekly at least) reports.
- Ensure that his/her team is familiar with the safety and security plan and follows safety rules
3- Ensure the daily monitoring of the implementation of the projects (in collaboration with the designated Project Managers and coordinators):
- Liaise, on his/her geographical work area, with the local stakeholders (authorities, the partners and donors' field representative).
- Make sure, on his/her geographical work area, the good collaboration between the field project staff and the field support staff,
- Ensure all necessary regular (weekly or bi-weekly) visits on the working sites for support, the follow up, the appraisal or the control of the activities implemented, done or planned.
4- Ensure the local representation of PUI (in collaboration with HoM, the designated Coordinators and DHoMP)
- Attend external coordination meetings and organize the two-way dissemination of information at the field level.
- Guarantee the image of PUI in his/her geographical work area, and ensures that the PUI' staff displays behavior consistent with the values upheld by the organization.
5- Manage the support services at the field level and prioritize their use (in collaboration with the designated Managers and Coordinators):
- Manage, in collaboration with the Logistic Department, the daily logistic needs (fleet management, transport, etc.) on his/her geographical work area.
- Manage, in collaboration with the Finance Department, the daily financial operations (checking of payments, regular cash flow forecasts, etc.) on his/ geographical work area.
- Follow, in collaboration with the HR Department, the HR management (recruitment, staff's timekeeping, etc.) of the field staff in his/her geographical work area.
- Ensure that the agreed tracking/managing tools and reporting form are used by the field support staff according to the procedures set-up by the mission.
- Prioritize the work of the field support staff according to the work planning.
6- Make sure the liaison between his/her area and the Coordination:
- Be able to visit PUI Office in Damascus on a regular basis (3 or 4 times a month)
- Provide the PUI's Coordination level with a regular weekly report of situation on the field level (humanitarian situation, donors comments), from his/her point of view.


Qualifications
- At least 4 years of Experience in team/program management
- A university degree in a relevant field
- A strong knowledge of Project Cycle Management and proposal writing
- Excellent command of English Language
- Excellent Command of computer skills
- The good analytical capacities
- Independency and work initiation
- Team spirit
- The excellent communication


Specific Vacancy Requirements
- Previous experience in the humanitarian field as project/programs manager or similar
- Good experience in working with local authorities, partner,
- Experience in project cycle management
- Skills in coordination, program management
- Proven experience in emergency response (principles and standards and coordination)
- To be well organized and rigorous, team spirit and good communication qualities, to have Common sense and spirit of initiative.
- Experience in NGO
- Good analytical skills and a good understanding of the local context in Syria
- Ability to manage priorities
- Ability to visit field locations
- Priority for candidates applying in the first 15 days
