Responsibilities
The facilitator will be roving in Hassakeh, Raqaa Governorates (and potentially in Der Ezzor and Aleppo Governorates) to:
•Gather information on locations of current and potential new displacement
•Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of ORGANIZATION's mandate for the benefit of person of concern
•Facilitate and implement ORGANIZATION’s communication strategies with persons of concern, host communities, local authorities and partners
•Assessing programme implementation performance by Partners according to the PPA (Project Partnership Agreement);
•Verification of assistance delivered (e.g. relief item distribution, services provided through community centres or mobile community service teams), any delays and bottlenecks;
•Monitor the implementation of Standard Operating Procedures (SOPs) for all activities carried out by Partners
•Conduct post-distribution monitoring (PDM) of supplies to assess beneficiaries’ feedback in terms of the quality, timeliness and relevance of supplies delivered. Other end-user monitoring of specific programmes will be conducted as required by the Field Office.
•Conduct information gathering visits in specific areas based based on the weekly work plan, to assess the overall situation and any unmet needs
•Collect aggregated displacement information, assistance provided and apparent gaps for ORGANIZATION’s further analytical use
•On a day to day basis, facilitators will report to their ORGANIZATION focal point


Qualifications
• University degree in a field related to the scope of work.
• Fluency in Arabic, and knowledge of written and oral English is an asset.
•At least three years of progressively responsible relevant work experience in data collection and/or project/programme monitoring.
• Experience in collecting and compiling quantitative and qualitative data is an asset.
• Strong leadership skills
• Experience working in a humanitarian context is an asset (UN or NGO programmes/projects)

• Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.
• Very Good report writing skills.
• Capacity to work in an emergency context under stressful conditions and strict deadlines.
• Excellent communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
•Very good computer skills, including experience with various software applications
