Human resources planning & staffing
In consultation with other managers and senior staffs anticipate future staffing requirements in line with strategic plans.
Manage the implementation and support the creation of SIF policies, including selection and ensuring that recruitment practices are fair and consistent and comply with regulations and organisational good practice.
Manage staff induction and probation in line with SIF policy.
Payroll management, make sure all the data are accurate and up to date.
Perform salary and benefits survey and evaluation performance on an annual basis
Employee relations
Provide leadership to SIF staff in relation to HR, ensuring compliance with SIF approved policies and procedures.
Ensure that all staff aware of policies and procedures in place.
Act as focal point for all initial queries from staff regarding policies and procedures.
Monitor and advise on disciplinary and grievance matters in accordance with SIF policies and procedures
External relations
Represent SIF at the Ministry of Labour and Social Security Establishment in pursuit of SIF interests upon request of the direct line manager
Work with management to resolve serious HR related issues with authorities
Liaise with insurance companies and ensure the review staff registration
Employee evaluation, capacity development and training
As part of the organisational HR team ensure that cross organisation training and development programmes are put in place.
Ensure that the performance management procedure is followed
Conduct training's for staff on HR issues when appropriate
HR administration
Contribute to regular reviews of SIF Internal Regulations, HR Procedures Manual and other related policies, ensuring that policies remain in compliance with local labour laws, and recommend updates where required.
Develop and maintain a system to ensure that staff files are kept up-to-date.
Supervision and management
Line manages HR staff as appropriate, including performance appraisals etc.
Provide technical management to staff with HR functions, representing the Country office outside Damascus
Develop the anti-corruption guidelines in collaboration with MEAL coordinator

Ensure adherence to SIF Procedures Manual
Ensure adherence to SIF Internal Rules & Regulations
Perform related duties as assigned or as the situation dictates
Maintain confidentiality and ensure the non-disclosure of any information whatsoever relating to the practices and business of SIF, acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty

Academic degree in HR, Business Administration, or in other related field.
Three to five years of professional experience in senior HR and Administration, preferably with INGOs
Excellent written and oral communication skills, Arabic & English
