Responsibilities
Role and responsibilities
The purpose of the Shelter & WASH Project Team Leader position is to lead the implementation of NRC’s Damascus Shelter & WASH and related project portfolio in Syria. The following is a brief description of the role.

Generic responsibilities:
1. Line management of project staff;
2. Adherence to NRC policies, guidance and procedures;
3. Contribute to Shelter and WASH strategy development, project proposals and provide input on needs and gaps;
4. Manage and implement delegated portfolio of Shelter and WASH projects (activities, budget and project documentation) as delegated from Shelter & WASH PDM in line with proposals, strategies and donor requirements, and ensure high technical quality;
5. Provide regular progress reports to Shelter & WASH PDM;
6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
7. Promote and share ideas for improvement and necessary changes in the activities;
8. Ensure capacity building of project staff and transfer key skills;
9. Liaise and collaborate with relevant local authorities and other key stakeholders;
10. Promote the rights of IDPs/returnees in line with the advocacy strategy;

Specific responsibilities
1. Personnel Management. Responsible for the direct line management of NRC Shelter & WASH project team for a proper project cycle management (from designing to monitoring and evaluation).
2. Project Management. Support the Shelter & WASH PDM on the successful delivery of Shelter & WASH or related activities implemented through direct delivery or partner-led approaches. This includes new project identification and locations of intervention, innovative projects, project design (selection criteria, assessment forms, BoQs, drawings…), participate to the whole tender process, field visits, contractor management, prepare monitoring tools and draft reports and proposals.
3. Budget Management. Support the Shelter & WASH PDM on the responsibility for managing assigned project budgets, and the regular review of targets, vs. actual, budgets and work-plans.
4. Strategy Development. Support the Shelter & WASH PDM in developing and/or revising the Core Competency Strategies for Shelter and WASH by providing Area-level analysis and recommendations for needs and response options.
5. Technical Support. Responsible for providing technical support and leadership to partners and communities implementing Shelter & WASH or related activities. This includes ensuring compliance with relevant minimum standards and collaborative engagement with the Shelter & WASH PDM in developing minimum technical standards, SOPs and guidance.
6. M&E. Responsible for the implementation of project Monitoring and Evaluation for NRC and partner-led Shelter & WASH or related activities in accordance with agreed minimum standards. This will include - but is not limited to – the successful implementation of construction/process monitoring, output & outcome monitoring by NRC staff, local partners and/or third parties. The position holder will also be responsible for project inputs to internal reporting mechanisms (e.g. GOORS), donor reports and inter-agency reporting of achievements (E.g. HRP). M&E systems will be developed in collaboration and with the support of the Shelter & WASH PDM.
7. Protection Mainstreaming. Responsible for ensuring protection mainstreaming throughout Shelter & WASH or related activities. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, and supporting the realisation of their human rights. The position holder should work in collaboration with the Shelter & WASH PDM to ensure protection mainstreaming throughout the project-cycle.
8. Coordination. Responsible for representing NRC in Area-level coordination of Shelter & WASH or related activities in both formal coordination mechanisms and through bilateral (peer) coordination. This includes responsibility for operational coordination, inter-agency reporting of achievements, and Area-level strategy discussions. Where required, support engagement and coordination with Consortium partners.

• Fluency in English, both written and verbal;

• Ready to travel on mission into different Governorates in Syria
• Experience with start-up, exit or similar;
• Strong organizational and team working skills
• Experience in working in Arabic language (written and verbal);

Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
