Responsibilities
Evaluate the situation of the health system response to primary health care and in particular, non-communicable diseases (NCD) and develops strategic approaches to integrate and manage NCD programmes, achieving results such as:
• Assessment of national PHC service delivery and NCD management programmes and specifically integration and management of common NCD in primary health care (PHC).
• Identification of needed technical human resources and proper management of technical support employees, including planning, briefings, agenda, facilitation of missions, evaluation and follow up on recommendations.
• Development of a strategic approach to strengthening the regional health system response to PHC/NCD, with a focus on integration of NCD in PHC and management of NCD in complex emergencies
Manage the implementation of the PHC programmes and ensures the maintenance of an adequate level of PHC services and in particular management of NCD in complex and emergency situations, achieving results such as:
• Preparation of implementation plans, including risk assessment, contingency plans, management of project partnerships and collaboration agreements as well as management of financial and human resources.
• Initiation of reorientation and strengthening of health systems to deal more effectively with early detection, effective and prompt treatment, management of complications, and palliative care for people with advanced manifestations of NCD.
• Leading meetings with national counterparts and UN stakeholders in countries with complex emergencies to ensure that an adequate level of management of NCD is maintained in light of interrupted access to health care and essential medicines and pressure of competing pressing priorities.
Act as an advisor to national counterparts to ensure proper management and monitoring of the implementation of NCD programme activities, achieving results such as:
• Advice to national counterparts on monitoring the management of NCD programmes in accordance with the global, regional and national monitoring framework and selected targets.
• Technical guidance to national counterparts in translating recommendations of the United Nations Political Declaration and the regional framework for action into practice, by developing action plans, as well as related policies and procedures.
• Review of requests by national authorities in terms of feasibility assessment, implementation needs and identification of solutions. Take action on the requests as per the developed plan.
• Programme planning on the organization of health system based on Primary and Community Health Care (PHC) and technical advice to local authorities on defining priorities and strategies to integrate the delivery of PHC.
• Effective coordination with all necessary stakeholders to facilitate the functioning of Government-WHO collaborative programmes in the designated area, e.g. the National Program for Family Planning and Primary Health Care, Maternal, Child and Neonatal Health Program, Expanded Program on Immunization, Provincial Directorates for Tuberculosis and Malaria Control, Provincial AIDS Control Program, etc.
• Monitoring and supervision of the implementation of PHC activities and Community Based Initiatives (CBI), and development of appropriate mechanisms of community involvement and inter-sectorial collaboration for health development on a sustainable basis.
• Building partnerships and networks with stakeholders and ensuring effective collaboration between priority programmes,

Qualifications
Education and Skills:
Essential:
First level university degree in medicine or any health related field.
Desirable:
Study in public health or health systems. Additional training in a specialized area of NCD or in the provision of NCD care in emergency settings and/or in Public health or health related field
Experience:
Essential:
At least 5 year of experience required in Public health or health related field.
Excellent Skills in assessment, monitoring, analysis and evaluation of the national health system
Very good knowledge of health system strategies and policies relevant to the objective of extending health coverage with quality affordable health services
Desirable:
Experience in UN organizations/agencies, international institutes or NGOs.

Specific Vacancy Requirements
Languages:
Fluent in English and the local language. Knowledge of another WHO official language is an asset.
