Responsibilities
1. Role and responsibilities
The purpose of the Logistic Coordinator is to be responsible that the logistic set up is according to NRC standard and to support programme/project implementation.

The following is a brief description of the role.

Generic responsibilities (max 10)
1. Ensure that area set up comply with Logistical Handbook, NRC policies and donor requirements and NRC’s logistics systems and procedures are implemented.
2. Contribute to establish security and safety system and to the context analysis of the operation areas.
3. Management and capacity building of HR with logistical, safety and security responsibilities.
4. Ensure anti corruption focus
5. Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers.
6. Provide regular analysis and reports on actual situation in the areas of interventions, including hands on knowledge of market dynamics.

Specific responsibilities
1. Logistics for Damascus mission:
1. Hiring and management of national staff that can support the mission on logistics – including, but not limited to, procurement, stock management, asset management, and fleet management
2. Support program teams to find innovative solutions to deliver their programs on the ground.
3. Support NRC planning (financial, programmatic) by ensuring proper knowledge of dynamics in the market and in the country.
4. Cover logistic responsibilities when indicated by the representative
5. Interact with MERO, SRO, NRC Lebanon, HQ and local authorities for addressing logistic issues.
6. Train national staff and partners on logistic relevant procedure, focusing on capacity building throughout the assignment.
7. Lead the process to develop and implement all NRC logistics related SOP’s
8. Particularly focus on procurement procedures, supporting the mission on establishing not only an effective procurement system but also a sound whistle blowing mechanism.

2. Contribute to align Damascus office to the relevant Safety and Security procedures of NRC.
1. Assessing premises, locations and areas providing inputs to representative for informed decision making.
2. Strengthening movement and tracking systems that will reflect the main provisions on safety and security of the mission.
3. Support representative in having a continuous dialogue with technical persons on this specific area of operation by attending relevant fora.
4. Support representative in keeping up to date with changes in the operational environment.
5. Hands on knowledge of market dynamics and trends, as well as profiling of suppliers in order to protect NRC reputation and mandate.


Qualifications
Competencies

1. Professional competencies

Generic professional competencies:
1. Minimum 4 years of experience of performing as a senior Logistics Manager or coordinator in a humanitarian/recovery context, showing progressive managerial experience in support roles with NGOs.
2. Proven experience and documented results in managing logistics and security in humanitarian settings with NGOs.
3. Proven experience on ICT (GSM networks, land lines, hardware of computers basic knowledge, software of computers advanced knowledge, internet connections, smartphones functions knowledge etc.).
4. Experience in performing in complex, normative and volatile contexts for prolonged periods of time.
5. Knowledge about own leadership skills/profile.
6. Fluency in English and Arabic, both written and verbal.
7. Valid driver’s license
8. Extensive experience on procurement on programs such as shelter and education.
9. Higher education – Minimum Bachelor’s Degree in relevant subject
10. Proven experience in dealing with numerous assignments at once, including openness to carry out tasks that normally would be undertaken by junior staff.

Context/ Specific skills, knowledge and experience:
1. Experience with start-up of programs is a plus.
2. Solid understanding and experience of crisis contexts and working in complex emergencies.
3. Relevant field (and deep field) experience, ideally with an INGO, allowing the candidate to understand in advance potential implementation problems and quickly address them.
4. Conversant with program issues in humanitarian settings (especially education, shelter, WASH, livelihood).
5. Experience in Syria and/or Middle East an advantage.
6. Knowledge of other languages a plus.

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
