Responsibilities
Role and responsibilities

The purpose of the ICLA Team Leader position is to support and manager the effective implementation of ICLA activities, in accordance with project documents and relevant donor guidelines.

The following is a brief description of the role.

Generic responsibilities
1. Ensures compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or proposes new initiatives to bridge gaps and implements these.
2. Provides direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team member’s performance.
3. Implements complex systems and procedures that conform NRC and Donor requirements, SOP's and handbooks ensuring NRC policies and procedures are correctly followed with an anti-corruption, transparency and value for money focus.
4. Liaise closely with programme and partner staff to coordinate, plan and continuously update workplan as per programme needs.
5. Line management responsibility for the ICLA Team and provide oversight and training to all ICLA staff and Partners.
6. Identify resourcing needs and assist in the recruitment of ICLA personnel.
7. Coordinate and prepare periodic reports and other documents on ICLA activities.
8. Ensure capacity building of staff and transfer key skills
9. Liaison and collaborate with relevant local authorities and stakeholders

Specific responsibilities
1. Manage and implement delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
2. Provide regular progress reports to ICLA PM
3. Conduct field visits to ensure quality of activities being implemented
4. Ensure that projects target beneficiaries most in need
5. Compile up-to-date briefings and analysis on relevant RCD & HLP laws, procedures, and practices
6. Undertake regular monitoring & evaluation of legal activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes
7. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
8. Ensure compliance by the Legal Officers and Assistants with ICLA policies, and implementation of ICLA data management and M&E tools;
9. Foster productive relationships between ICLA and local authorities / humanitarian partners
10. Promote synergies between ICLA and other departments within NRC, particularly Shelter
11. Any other task relevant to the position as requested by the line manager


Qualifications
Competencies

Context related skills, knowledge and experience:
• A University degree in law
• At least 3 years experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
• Significant experience in monitoring, evaluation and reporting on project activities
• Strong organisational and team work skills
• Prior experience of representing an I/NGO
• Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook;

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
