Responsibilities
Role and responsibilities

The purpose of the Legal Trainer position is to provide capacity building to the ICLA team as well as to the humanitarian community and various stakeholders on relevant legal issues.

The following is a brief description of the role.

Generic responsibilities
1. Ensures compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or proposes new initiatives to bridge gaps and implements these.
2. Implements complex systems and procedures that conform NRC and Donor requirements, SOP's and handbooks ensuring NRC policies and procedures are correctly followed with an anti-corruption, transparency and value for money focus.
3. Liaise closely with programme and partner staff to coordinate, plan and continuously update work plan as per programme needs.
4. Provide oversight and training to all ICLA staff and Partners.
5. Coordinate and prepare periodic reports and other documents on ICLA activities.
6. Ensure capacity building of staff and transfer key skills
7. Liaison and collaborate with relevant local authorities and stakeholders

Specific responsibilities
1. Deliver lessons and organize learning activity sessions for adults on legal issues.
2. Together with the ICLA PM and Specialist, develop the trainings materials and required lesson plans
3. Organize all training materials ahead of time and facilitate workshops and trainings professionally.
4. Organise training sessions for a varied audience, including local and international NGO, UN and humanitarian partners, local leaders, etc.
5. Keep records of trainees’ attendance, progress and assessment.
6. Prepare and administer assessment tests and examinations to assess learners’ progress and knowledge assimilation
7. Submit evaluations, attendance sheets and monthly reports to the PM.
8. Ensure availability of all the necessary teaching aids and materials
9. Assist in monitoring and evaluating of capacity building efforts throughout the project cycle.
10. Maintain good working relations with the local community, local and international NGOs, government actors, and other stakeholders.
11. Prepare monthly and quarterly reports as required by the ICLA PM.
12. Any other task relevant to the position as requested by the line manager

Qualifications

• A University degree in law

• Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook;
• Strong communication, interpersonal, analytical and negotiation skills;
• Creativity and patience are required

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
