Responsibilities
Major Duties and Responsibilities:

Project Management:
- Responsible for the supervision and support of the assigned disability project(s) in line with the activity plan and time frame of the relevant project proposal and any applicable national and international guidelines and standards in close coordination with the National Expert.
- Accompany national expert on field trips to clinics and other health facilities for support and supervision.
- Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
- Oversee the process of data collection, collation and dissemination to meet the requirements and deadlines set by Medair and/or external partners.
- Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by field managers, HQ and donors.
- Support national expert to lead, organise and supervise the teams of community volunteers and build relationships with local authorities, municipalities, schools and the communities related to the disability project/s.

Financial Management:
- Manage the budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
- Ensure close communication regarding budget availability and spending with the national expert.

Communication and Coordination:
- Attend disability working group coordination meetings together with the national expert on behalf of Medair.
- Refer to the Health Project Manager and/or Medical Advisor before making any commitment on behalf of Medair whether verbal or written.
- Maintain a transparent, honest and supportive communication structure with the MoH and Medair team and with communities.

Logistics:
- Support the logistics activities of disability projects in close coordination with the national expert, particularly in relation to the purchasing of supplies and equipment for the assigned physical rehabilitation facilities and activities.
- Liaise, as necessary, with the health and nutrition, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management
- Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
- Ensure health and nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.
- Participate as requested in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices.

Qualifications
Essential Qualifications and Experience:

- Bachelor or Master degree in health or disability.
- 2 years post-qualification healthcare professional experience.
- At least 1 year management experience.
- Excellent English (oral & written).
- Native Arabic speaker.
- Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint.

Desirable Qualifications and Experience:

- Education/training/experience in humanitarian work desirable.
- Post graduate qualifications in rehabilitation and/or international health.
- Experience in delivery of services in support of People With Physical Disabilities (PWPD).
- Experience working in humanitarian emergency context.

The successful candidate must be legally allowed to Work in Syria, need to be holder of fully valid passport for travel to Lebanon/Jordan for training.

This is a position based in Damascus with frequent field visits (subject to staff safety procedures and movement approvals). Working week is usually 5 days per week, Sunday to Thursday 9:00 to 17:00. See note about flexible working.

This position requires flexibility at times. Travel might be required to Lebanon/Jordan for training or meetings.

Planned start date: 01 June 2017

Duration of commitment: 8 months with likely extension depending on performance and funding.
Medair is willing to consider flexible working arrangements. A minimum 70% working week commitment (ie 3.5 days equivalent) is required.

Salary and Benefits
We will offer the successful applicant an eight months contract, inclusive of 3 months probation period, renewable dependent on both funding and performance.

Candidate should be willing and able to work in Damascus and Rural Damascus and undertake field visits to other governorates (subject to movement approval).

Salary and conditions will be in accordance with Medair Terms of Employment for National staff hired at similar positions.
