Responsibilities
The Norwegian Refugee Council (NRC) is an independent, non-profit humanitarian organization. We have established an office in Damascus since 20th October 2015.
NRC Damascus is establishing and implementing programme support systems that will enable improvement of internal management, program performance and evidence-based decision making. Within this context, the Program Support Coordinator will work giving technical support to Damascus mission pertaining to how to deliver quality programming also considering monitoring and evaluation (M&E) of activities. S/he will build capacity in the mission by identifying and supporting the implementation of effective, cost efficient, and meaningful programme support systems.
The following is a brief description of the role.

Planning and Maintaining M&E Systems (50%):
- Write the Office Programme Support Standard Operating Procedures
- Develop and maintain accountable and useful M&E systems
- Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M&E activities and reporting
- Capture and disseminate lessons learned from monitoring data, grant closure reviews, CO evaluations, program studies and NRC annual learning review (global)
- Ensure confidentiality and security of data collection and M&E mechanisms
- Other activities agreed and discussed supervisor

Specific responsibilities
Program Support (50%):
- Support in standardizing M&E across programs and Core Competencies
- Support the development of data collection methodology and tools, and in actual data collection and data analysis
- Lead M&E capacity building. Ensure adequate training for all staff
- Ensure that monitoring data are reported in a timely manner to relevant managerial staff. Ensure that monitoring data are feed into management decisions
- Participate in program design and proposal discussions, including support on theory of change development, log frame design, indicator formulation and budgeting for M&E
- Prepare quality and timely M&E reporting for NRC MERO (Global Output Reporting Systems (GORS)) on quarterly basis. This will include requesting and verifying inputs from the CC as well as giving feedback/dissemination to the teams on final reports developed
- Prepare quality and timely data and analysis for external reporting (donors, partners)
- Capacity building and training of program and support staff on M&E technical and conceptual areas

Generic professional competencies:
- At least 4 years experience in systems development of monitoring, evaluation, accountability and learning.
- University degree in social science, economics, sociology or in other related fields.
- Ideally post-graduate certificate in monitoring and evaluation related field such as surveys, sampling, data analysis
- Experience in an international Non-Governmental Organization or national Civil Society Organization
- Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
- English language proficiency (speaking, reading, writing)
- Computer skills, including MS Office (Word, Excel)

NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
