Responsibilities
Major Duties and Responsibilities:

Project Management and Delivery:

- Responsible for the supervision and support of the assigned health project(s) in line with the activity plan and time frame of the relevant project proposal and any applicable national and international guidelines and standards in close coordination with the Health Manager/Health Advisor.
- Conduct regular field trips to supported health facilities for support and supervision.
- Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
- Oversee the process of data collection, collation and dissemination to meet the requirements and deadlines set by Medair and/or external partners.
- Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by field managers, HQ and donors.
- In consultation with the MoH, lead, organise and supervise the teams of community mobilisers and community volunteers and build relationships with local authorities, municipalities, schools and the communities.
- Identify and train community mobilizers and community volunteers, formulate health, nutrition and hygiene messages and approaches in consultation with the MoH.
- Set up and maintain a referral system in project area(s) and assist in planning and implementation of assessments and surveys in close consultation with the MoH.
- Contribute to needs analysis and potential information gathering for selection of new projects and locations.

Staff Management:

- Conduct weekly supervision visits to the Medair supported health facilities including joint monitoring visits with MoH.
- Recommend any improvements or changes in the supported health facilities to the Health Manager/Health Advisor.
- Conduct monthly meetings with health facility staff including discussions on how to improve services at the facility in close consultation with the MoH.
- Plan and facilitate training for health facilities staff in close coordination with the Health manager/Health Advisor and MoH.

Financial Management:

- Manage the health/nutrition budget for the assigned project(s) as delegated by the Head of Office and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

Communication and Coordination:

- Attend on request by the Head of Office health coordination meetings on behalf of Medair.
- Refer to the Head of Office or Health Manager and/or Health Advisor before making any commitment on behalf of Medair whether verbal or written.
- Maintain a transparent, honest and supportive communication structure with the MoH and Medair team and with communities.

Support:

- Support the logistics activities of health and nutrition projects in close coordination with the Head of Office and all relevant support staff (Aleppo, Damascus),particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health and nutrition facilities and activities.
- Liaise, as necessary, with the health and nutrition, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
- Work within Medair s security protocol and contribute to security measures where necessary.
- Work within Medair s recognised procedures in the area of finance and quality management.

Quality Management:

- Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
- Ensure health and nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.
- Participate as requested in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices


Qualifications
To be successful in this role you must have:

- Clinical degree or diploma (nurse, midwife or doctor), or Public Health degree.
- 2 years post-qualification medical professional experience.
- At least 1 year management experience in a health and nutrition context.
- Excellent English (oral & written).
- Native Arabic speaker.
- Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint.

Desirable Qualifications:

- Clinical degree with Public Health degree strongly preferred.
- Qualification in nutrition.
- Education/training/experience in humanitarian work desirable.
- Experience working in humanitarian emergency context.
- Knowledge and experience of primary health care principles and management.
- Competent with statistical database such as EPI Info, SPSS, STATA, ENA or EPI Nut.

This is a position based in Aleppo with frequent field visits (subject to staff safety procedures and movement approvals). Working week is usually 5 days per week, Sunday to Thursday 9:00 to 17:00.

This position requires flexibility at times. Travel to Damascus will be required on a periodic basis. Travel might be required to Lebanon/Jordan for training or meetings.




Salary and Benefits
We offer an interesting job with Medair. We will offer the successful applicant a nine month contract, inclusive of 3 months probation period, renewable dependent on both funding and performance.

Candidate should be willing and able to work in Aleppo and undertake field visits to other governorates (subject to movement approval).

Salary and conditions will be in accordance with Medair Terms of Employment for National staff hired at similar positions.
