Responsibilities
Role and responsibilities
The HR Officer is responsible for the coordination of human resource matters for NRC Aleppo based projects.

Generic responsibilities
1. Help implement NRC’s HR systems and procedures at Aleppo level.
2. Ensure adherence to NRC’s HR Handbook, Terms of Employment, Syrian Labor Law other NRC policies and donor requirements.
3. Contribute to coordination with relevant partners, authorities, lawyers and other stakeholders.
4. Promote anti-corruption, transparency and cost efficiency focus in all processes.
5. Prepare and submit periodic reports and plans as required.
6. Advice in personnel conflicts/processes when relevant.
7. Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
8. Ensure accuracy of staff salaries together with finance department.
9. Ensure that staff records in all offices in the area are up to date and filed appropriately.

Specific responsibilities
1. Support NRC Aleppo in implementing HR procedures in line with relevant legal provisions
2. Coordinate and process staff recruitment and exits, induction, trainings, and performance management
3. Prepare salaries and payments of staff and consultants in line with NRC staff benefits, allowances and salary scale
4. File staff records in offices and ensure they are up to date and filed appropriately
5. Support NRC team in Aleppo from an administrative point of view (premises, accommodation, travel arrangements relevant to the position and in coordination with logistic department etc.)
6. Liaise with other NRC relevant offices to ensure harmonized approach to HR in the mission.
7. Liaise with relevant authorities and other relevant external stakeholders on HR and administrative issues and securing necessary approvals for the office/staff with the authorities
8. Ensure proper understanding for NRC code of conduct, whistleblowing system, and key values by all members of the team.
9. Support NRC team in Aleppo from an HR point of view (premises, accommodation, travel arrangements relevant to the position and in coordination with program department etc.)
10. Ready to engage into NRC human resource sector at 360 degrees as per requirements of the mission.

Generic professional competencies:
1. Experience from working as a Support Function Officer in a humanitarian/recovery context
2. Previous experience from working in complex and volatile contexts
3. Documented results related to the position’s responsibilities
4. Some knowledge of English

Context/ Specific skills, knowledge and experience:
1. Experience in working in HR positions both in the private sector as well as in humanitarian/recovery contexts.
2. Documented results in establishing and/or consolidating effective HR systems.
3. 3-5 years’ experience in human resource
4. Conversant with INGO and NGO programming (i.e. shelter, education etc.).
5. Knowledge about own leadership skills/profile.
6. Fluency in Arabic and English, both written and verbal.
7. Strong working knowledge of MS Office package.
8. Bachelor degree relevant for the position or extensive experience in the human resource sector.

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
