Responsibilities
Role and responsibilities
The Finance Officer is responsible for supporting the coordination of financial matters for NRC Aleppo based projects.
Generic responsibilities
1. Ensure adherence to Financial Handbook, other NRC policies, donor and audit requirements.
2. Contribute to coordination with relevant partners, suppliers, authorities and other stakeholders.
3. Promote anti corruption, transparency and cost efficiency focus in all processes.
4. Prepare and submit periodic reports and plans as required.
5. Ensure proper filing of all financial documents in all offices.
6. Budget and cash flow management
Specific responsibilities
1. Responsible for financial monthly closing of Aleppo accounting books
2. Help ensure effective cash flows, forecasting expenditures and submitting regular cash requests
3. Monitor expenditure levels, allocation of expenses, and support monthly BvA analysis
4. Monitoring daily exchange rates
5. Review and verify purchase and payment requests to ensure compliance with NRC financial handbook and logistics procedures
6. Prepare vouchers and enter transactions in cash boxes
7. Facilitate cashier responsibility as required and ensure monthly payment of taxes
8. Translation of receipts and any other finance documents
9. Support on internal/external audits and other financial documentation from external bodies as required
10. Support NRC team in Aleppo from a financial point of view as required (work with partners, field visits)
11. Any other tasks as per supervisor request.

1. Experience from working as a Support Function Officer in a humanitarian/recovery context
2. Previous experience from working in complex and volatile contexts
3. Documented results related to the position’s responsibilities
4. Some knowledge of English
Context/ Specific skills, knowledge and experience:
1. Experience in working in Finance positions both in the private sector as well as in humanitarian/recovery contexts.
2. Previous experience in working with external donor funding
3. Previous experience from working in complex and volatile contexts.
4. Documented results in establishing and/or consolidating effective financial systems.
5. Conversant with INGO and NGO programming (i.e. shelter, education etc.).
6. Knowledge of Labor Law and taxation in Syria
7. Fluency in Arabic and English, both written and verbal.
8. Bachelor Degree in Accounting, Business and Administration or finance-related fields.
9. High level of excel skills and MS Office package
10. Understanding of accounting software – knowledge of Agresso System will be an asset

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
