Core Purpose of The Job:
Manage and monitor the Billing and IN department’s activities (Billing Systems, Intelligent Networks, VAS systems, Interconnect, Provisioning, Mediation, Electronic Payment Systems…), processes and KPIs. Make sure they are aligned with MTN standards.
Maintain the proper control of the department’s budget.
Set the department’s short and long term targets and development steps along with CIO and put the road map for achieving them.
Tasks:
Prepare the department’s projects plan, and ensure its implementation within the right time schedule according to the approved budget.
Develop of the Charging Service Delivery Department strategy and participate in its implementation by performing and delegating related activities.
Approve sectional policies, procedures, systems and frameworks as developed by subordinate sections to ensure efficient and streamlined operations across the Charging Service Delivery Department. Provide technical input for enhancement.
Ensure the tracking of overall departmental performance against specified KPIs and report this information on a regular basis to the Chief Information Officer.
Manage the Charging Delivery Department budget by allocating financial resources and operating within specified limits and guidelines.
Manage the operational activity of the Charging Service Delivery Department and oversee the interaction of sections teams so as to breed a culture of high performance and team work in an engaging professional environment.
Develop line reports by setting individual performance KPIs and objectives, monitoring progress and reporting on findings. Identify training and development opportunities/needs and provide technical and professional guidance as required. Drive assessment and planning of MTN Syria’s Charging Service Delivery Department capacity and requirements; be responsible for planning/development; delegate implementation activities to sections within the department.
Be responsible for all Charging Service Delivery Department products and services; drive and oversee market readiness testing for service launches or enhancement; consider Charging usage and demand reports and traffic forecasting as a basis for strategic decision making.
Oversee and participate in collaborative work with vendors for testing and implementing changes to Charging Service Delivery Department at MTN Syria; consult with Marketing Department to gauge market demands/opportunities and manage the process of translating business concepts into technology.
Be responsible for Charging technology and performance; monitor performance and provide technical opinion for enhancement and improvement in both strategic and operational areas.
Oversee decommissioning of Billing, IN & VAS services and products.
Provide guidance over the operational activity of the department.
Introduce new projects and challenges to Billing, IN & VAS teams, allocate these projects and participate in setting schedules and deadlines.
Perform changes or modifications in the Charging structure as reaction to new business needs.

University Degree in Information Technology / Computer Science / Telecommunications.
MBA or M.Sc. is a Plus
Fluent in Arabic and English
Minimum 5 years or more as a Manager with at least 3 years in relevant industry.
