Responsibilities
Under the supervision of the CD, and close Coordination with IMC Departments The Program Manager will oversee and Ensure timely implementation of all program components (health, Emergency, MHPSS), according to IMC standard, regulation, donor regulation and commitment in Tartous governorates:

Management:
• Ensure timely planning and planning modification of program activities from inception to end of grants in accordance with approved proposal
• Ensure timely delivery of program components according to proposed activities and available funds, procurement/ implementation plans.
• Assure quality programming related implementation for Health, MHPSS, and WASH activities.
• Ensure the adherence and commitment of IMC Tartous staff ethical, moral and professional standards as set by IMC Syria program.
• Work closely with administrative, logistics and procurement, human resource, and finance departments ensuring adherence to Global IMC logistic, finance and Human resources standards.
• Conduct periodic meeting with senior Tartous Program and Program support staff, for progress updates, interdepartmental coordination, outlining challenges, and share information sharing/new regulation or instruction from IMC CD/DCD or global logistic/finance regulation update.

Monitoring and supervision:
• In coordination with monitoring and evaluation units ensure monitoring and evaluation procedures are applied and followed
• Conduct regular visits for program sites ensuring quality of services, accurate data collection and verification of activities implementation according to set plan, IMC Guidelines/standards, and proposals
• Participate in Procurement plan, Pipelines, and budget realignment
• Participate in recruitment and hiring staff, ensure it follow IMC Syria Guidelines, and requirement including the National labor Law adherence

Program development:
• Collect information reference to the needs of IDPs and vulnerable host population and update CD accordingly
• Actively participate in program development and proposal writing

Staff development:
• Identify staff training needs and actively seek for national staff capacity building
• Ensure all documentations reference to training of staff members are timely and properly filled and filed

Reporting:
• Provide regular updates and reports to CD and relevant departments senior staff as required
• Contribute to donor reports and internal IMC reports according to reporting schedule
• Report any security/safety incidence immediately
• Participate in Program development, and Implementation plan

Coordination:
• Participate in working group meetings or ensure IMC staff participation
• Conduct regular meetings with SARC Tartous
• Coordinate with the Local Authorities including MOH, Governorate, relief committee, and others, including updating and requesting for approvals for implementation

Others:
• Upon request of CD/DCD to Lead, co-chair or be a member of any task team or committee, like Vendor prequalification team, Market survey team, ..etc.
• Any other duty deemed necessary for the fulfillment of program objectives as discussed with CD.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications
• Degree in health highly preferable.
• At least 3 years of experience specifically in program management preferably of health and related programs.
• Acquainted and familiar with the different cultural background, setting, and context in Syria, and in Tartous and lattakia particularly.
• Excellent proven organizational and problem solving skills, with analytic approach, and ability to handle multiple tasks in a dynamic environment.
• Ability to work effectively with various personalities and authorities and with good communication skill.
• Fluency in spoken and written/ reading English and Arabic is a must, and essential.
• Proficiency in MS Word, Excel, Power Point. Web browsers and electronic /Email communications.
• Extremely flexible, and have the ability to cope with stressful situations and frustrations.
• Ability to relate to, guide and motivate staff effectively.
