Responsibilities
Tasks and Duties
•Contribute in the design, development, implementation and maintenance of the Logistics & Procurement directives, rules and guidelines, in order to achieve the most cost-effective processes for the organization
•Develop the Logistics & Procurement strategy for the organization
•Create and implement effective processes and procedures to ensure the accurate recording of all Logistics & Procurement activities
•Prepare tender book according to required & approved technical specifications, and call for tenders
•Ensure adherence to SIF and to Donors procurement procedures & standards
•Involved in the process of the opening and evaluation of tenders
•Identify and manage risk within the Logistics & Procurement activities
•Manage contractor and subcontractor activities, review proposals, develop performance specifications, and serve as a liaison with the organization
•Stay informed of Logistics & Procurement technology advances, and apply the appropriate technology in order to improve logistics & procurement processes
•Monitor & approve purchase orders within purchasing authority
•Invite, assess, and recommend supplier tenders, bids, quotations, and proposals
•Establish and negotiate contract terms and conditions, and maintain supplier relationships
•Monitor purchasing records, reports and price lists
•Work with other departments to determine procurement needs, quality, and delivery requirements
•Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices
•Develop and maintain constructive and cooperative working relationships with colleagues and management
•Contribute to the development of specifications for equipment, materials, and services to be purchased
•Monitor contract performance, including delivery, receipt, warranty, damages and insurance (if applicable)
•Motivate, organize and encourage teamwork within Logistics & Procurement Department, and participate in personnel development at all levels through talent acquisition, performance management and providing opportunity & self -actualization for high performers
•Establish and agree on key performance indicators, monitor ongoing performance, and improve performance against set goals – in case of managerial position
•Achieve outcome of SIF projects according to Donors conditions and requirements
•Ensure adherence to SIF Procedures Manual
•Ensure adherence to SIF Internal Rules & Regulations
•Maintain confidentiality and ensure the non-disclosure of any information whatsoever relating to the practices and business of SIF, acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty

Qualifications
Personal Qualifications
•Minimum of BA. in a relevant field – Master Degree is a PLUS
•Experience in logistics & procurement managerial positions
•Significant experience in or knowledge of nonprofit organizations is a PLUS
•Ability to work independently while being a strong team player who is committed to lifelong learning
•Strong organizational, interpersonal and communication skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders
•Solid experience in coordinating audit activities and managing reporting
•Commitment to recruiting, monitoring , training and retaining a diverse team, with foresight and ability to delegate accordingly
•Ability and desire to translate complex logistics & procurement concepts to individuals at all levels including even non logistics & procurement personnel
•Personal qualities of integrity and credibility, mature and proactive, hands-on strategic thinker who will own, in partnership with SIF Management, the responsibility for logistics & procurement
•Multi-tasking with the ability to wear many hats in a fast-paced environment
•Excellent analytical and reasoning skills, successful track record in setting priorities, organization and problem solving skills, which support and enable decision making
•Excellent written and oral communication skills, Arabic & English
•Collaborative and flexible style, with a strong service mentality
•Strong commitment to developing team members
•Skills in examining, developing, re-engineering, and recommending logistics & procurement policies and procedures
