Responsibilities
o Responsible and accountable for ensuring the supply activities in Oxfam GB are carried out in accordance with the authority of the logistics & Supply.
o Prepare the supply plan proposed by the program manager, as well as the stock replenishment strategies
o Coordinate and performs various actions related to procurement work, which includes reviewing, recording and prioritising purchasing requests and obtaining additional information/documentation, as required
o Invite, assess and recommend tenders, bids, quotations and proposals.
o Organise and participate in the physical or virtual opening of tenders, appraisal process, minute the opening, document all steps and decisions, support the process as required (e.g. by seeking additional information)
o Supervision of procurement and supply chain; to ensure the timely delivery of procured supplies and materials and that they are realised in a transparent manner
o Enter into negotiation of terms and conditions of orders; obtains credit and other information on proposed suppliers
o Provide assistance in the finalisation of purchase orders as per specifications and issues contracts for approvals by the authorised official.
o Prepare frameworks agreement with selected contractors.
o To liaise closely with programme managers and keep them briefed on the status of suppliers required for their programme..
o Resolve issues/problems related to delivered goods, including discrepancies between purchase orders and items/quantities shipped or received;
o Prepares and signs return to Vendor forms for unacceptable and/or damaged goods received.
o Liaise closely and systematically with the Finance unit in ensuring that payments to suppliers are made promptly
o Undertake research and analysis of information on market for products and services and ensure adequate safe documentation.
o Lead in qualifying suppliers, and maintain upto date supplier data onto HELIOS system
o Conduct regular check on data of suppliers is accurate and up to date
o Oversee good information management systems and ensuring that documentation is filed in an orderly and easy to locate manner and audit trail is maintained for procurement.
Staff Management and Capacity Building
o Oversee recruitment and line management of Direct reports
o Actively participate in the implementation of Performance Management. Including objective setting, performance review, and develop personal development plans.
o Responsible for the capacity building of direct reports
o Manage the local support and logistics team training, objectives, supervision of tasks, evaluations, and performance management.
o Perform any other tasks as assigned by line manager


Qualifications
o Minimum of four years of progressively responsible clerical or administrative work, with specialized experience in purchasing a variety of materials and services.
o Analytical Skills

o Good interpersonal skills and demonstrable ability to work as a member of a diverse team.
o Ability to prioritise own work and that of the team according to importance and delaines; meeting conflicting work demands

o Experience with emergency response delivery in similar conflict situations is preferable
o Gender and cultural sensitivity and commitment and understanding of the values of Oxfam and the principles of equal opportunity
o Very good spoken and written English and Arabic
