Responsibilities
Planning/Strategy
• Provide support to the Funding Coordinator to implement the country funding strategy, sourcing new funding and analysing information and assess risk.
Proposal Development
• Provide support to the Funding Coordinator and programme teams in the development and submission of high quality project proposals to donors, including providing information on donor requirements and submission schedules.
• Provide effective coordination, with Oxfam GB and other Oxfam Affiliates colleagues at country/region/HQ level, for specific proposal submissions, overseeing scheduling of the proposal development process.
Funding Management
• Supports/Leads on the development, review, edit and submission of high quality financial and narrative reports, ensuring consistency, accuracy, clarity and timely submission in compliance with Oxfam policies and procedures as well as donor contractual requirements. Works with programme and finance staff to continuously improve the quality of Oxfam's reporting
• Supports and provides guidance to staff on compliance with Oxfam and donor requirements and the uses of restricted funds, including budget monitoring, amendment requests and timely flagging of problems.
• Supports finance and project managers to monitor restricted funding expenditure, ensuring the timely identification of problems (e.g. ineligible expenditure, miscoding etc), enabling appropriate corrective action, such as amendments and extension requests, to be taken.
• Assists the Funding Coordinator with communications to donors including responding to information requests, income tracking, and contract amendments.
Capacity Building
• Work closely with programme teams to assess and strengthen their capacity in the planning, securing and managing of restricted funds through formal and informal training
• Lead coordination of grant inception workshops and other compliance trainings specific to new contracts secured or expected to be secured
• Keep abreast of changing donors requirements and policies for Syria to ensure that information is always up to date
• Analyse and provide advice/training to relevant staff on funding policies and formal requirements of donors.
Information Management
• Maintain restricted funding information systems and records on donor contracts and income data on shared drive and hard files, including on Oxfam GB’s grant management system, CRIMSON.
• Track income, request payments from donors and any necessary follow-up, process repayments and obtain any donor approvals, in line with Oxfam standards
• In conjunction with the Funding coordinator, collaborate with finance staff and the OPAL Focal Point in country to align CRIMSON allocations, OPAL budgets and PeopleSoft expenditure, ensuring that all variances are rectified in a timely manner.
• Provide funding information for internally requested management reports including situation reports and regional monitoring reports.
• Support preparation for audits or donor visits of donor funded programs as required


Qualifications
Essential:

• University Education and/or substantial experience of working with INGO’s in the following specialisation: M&E, funding and/or programming
• Experience and knowledge of proposal writing, log-frames, reporting, and in planning for, securing and managing funds from institutional donors, and understanding of their rules and regulations (e.g ECHO, DFID, GAC, BMZ, and UN agencies, etc).
• Good understanding of Project Cycle Management in emergencies and/or development context
• Sound skills in capacity building in relation to grant management, proposal development and proposal writing
• Excellent communication skills – both written and verbal (English)
• Excellent attention to detail, and experience of editing documents
• Ability to analyse questions and collect appropriate information to respond
• Strong administrative and numerical skills.
• Excellent organisational skills and ability to deliver to often tight deadlines; self-motivated and target-driven
• Ability to manage her/his time effectively. Willing and able to adapt priorities in order to respond to changing demands.
• Ability to use Word, Excel and Powerpoint, and other IT software packages to an intermediate level.
• Highly developed interpersonal, influencing and relationship skills.
• Enthusiasm for and commitment to Oxfam’s values and mission.
• A team player with highly developed interpersonal, influencing and relationship skills.

Desirable:
• Spoken and Written Arabic is desirable
• A good understanding of the political context within the Middle East
• Existing understanding of Oxfam’s fundraising and contract management systems and procedures.
