Responsibilities
KEY RESPONSIBILITIES:
Recruitment/Induction:
Support in identifying personnel needs within Oxfam’s operation including Consultants and Volunteers
Assist in drafting job profiles and ensure that they are compliant to Oxfam Skills and Competencies Matrix
Post vacancies internally and onto Oxfam’s recruiting sites as well as other recruitment channels
Collect and screen CVs, select potential candidates and provide short list of candidates to respective hiring manager in a timely manner
Support hiring manager in developing technical assessments, interview questions and ratings
Administer all the interviewing process, from scheduling, technical testing, arranging for panel committee, as well as sitting on the committee itself
Ensure all necessary supporting recruitment forms are distributed and completed in line with recruitment policy
Be responsible for taking up references and obtaining results of pre-employment medicals
Develop and maintain network of contacts to help identify and source qualified candidates, i.e. from internet online recruiting sources and any other appropriate recruitment channels
Manage day to day relationships with recruitment agencies/third parties as appropriate
Update candidates at all times on the interview process and ensure that rejection e-mails are sent accordingly
Ensure that job offers are sent out to candidates in a timely manner as per Oxfam’s salary scale, and answer any related query if need be
Participate in the development of any related recruitment policies and procedures
Ensure all new staff are given a proper induction and that the induction pack is available, maintained and updated. .
Organise and monitor all global and national plus staff in-country inductions within Syria by liaising with sub-regional HR Advisor and MECIS HR.
Hold induction for all new comers and ensure that their integration into their new roles are smooth
Maintain a regular database of applicants for both employment, consultancy and volunteering
Prepare relevant reports as required
Policy and Employment Law:
Monitor and advise on changes in employment law
Monitor and support the implementation of related HR policies and procedures and report any anomalies
Support the team on interpretation of the Oxfam Staff handbook and Oxfam HR policies and practices and support in any necessary review process
Administration
Oversee all staff accommodation and facilities are well equipped, clean and regular maintenance is carried out
Stay upto date with all visa requirements are adhered to as per local legislation
Ensure the implementation of tracking systems to monitor the utilisation of stationary and other consumables within the Oxfam Office and apartments
Qualifications
SKILLS AND COMPETENCIES:
o Proven generalist HR experience, particularly leading on recruitment.
o A passion for recruiting and hiring great people is a must

o Detail oriented and good record keeper
o Good interpersonal skills and demonstrable ability to work as a member of a diverse team.

o Gender and cultural sensitivity and commitment and understanding of the values of Oxfam and the principles of equal opportunity.
o Skills in computer applications (MS office/HRMIS)
o Good written and spoken English and Arabic is essential

While Oxfam has been present in the region since 1970, it began operating in Syria through its Damascus based presence in July 2013. Since then, Oxfam has been responding to both the urgent WASH needs for vulnerable people, and has been working on the rehabilitation of water systems in order to provide durable, more sustainable solutions to the affected populations. Interventions implemented under Oxfam’s WASH Programme include: Provision of Acute Emergency Life-Saving WASH Services, Rehabilitation of Water Systems, Hygiene Promotion and Water Conservation, Capacity Building and Training, and Improved Emergency WASH Coordination. To date, Oxfam has been worked in 10 government, seeking out to over 2.5 million beneficiaries.
